According to http://padre.perlide.org/trac/report/1 there are now 569 open tickets for Padre. 459 of those have no "owner". ( http://padre.perlide.org/trac/report/15 )
I started a small bug triage now and I know some people also occasionally go through some of the items. What about organizing a bug triage? First you could go over the bugs you "own" by looking at http://padre.perlide.org/trac/report/7 Please check if they are still relevant. If they are bugs, could you please check if you can reproduce them and comment on the ticket? Then you could go over the list of all the bugs that don't have an owner http://padre.perlide.org/trac/report/15 and see if you could take ownership?
