Seems so. Or the Dist::Zilla way needs better configuration, testing and documentation. BTW, ./dev -a loads the current source of the plugins from the SVN-trunk. Many of the plugin sources (prepared for Dist::Zilla) are marked with error: 'Plugin is empty or unversioned' in the plugin manager, because they do not have a version until build with Dist::Zilla.
