I just fetched a copy of Padre for Windows, embedded in the DWIMPerl 
archive pointed to by the Padre site.  I'm relatively familiar with 
Strawberry Perl, but I'm a Padre newcomer.  it's looking quite nice 
these days.

When I select "Go to Command Line Window" from the Window menu, it 
crashes.  All the other entries in the Window menu seem to work as expected.

I'm willing to do a bit of my own exploration to find the reasons, but 
I'm wondering how to figure out what error causes it to crash.  Just 
running padre.exe from the command line doesn't seem to help, because it 
just spawns off another process and returns control to the command 
line.  I've looked around a bit and not found if it logs errors to a 
file, or if there's a way to run it without returning control to the 
command line so I can see errors upon exit.

Perhaps it's a Unix/Linux only option?  I did look in the preferences 
and in advanced preferences mode to see if there's a command it's trying 
to run when that window is opened, and I didn't see anything.
