I am not sure I understand your questions. You don't have to do everything from inside Padre. If you use DWIM Perl, then you already have a working CPAN shell. You just type cpan in cmd (and I think there is even an icon in the Start menu of Windows in the Padre installation folder.
Then you are in a standard CPAN shell. How did you handle this when you were using Emacs?
