under windows, procedure cpanm -f Padre works. unfortunately tests are
failed, first in Path::Class, and other in next modules
and finally in Padre module. But it seems to work.
I sent complete installation report yesterday. I think installation
procedure on the page

should be updated.
And I think main goal should be clean installation pack under windows,
and next complete packages for
linux distributions, based on deb and rpm .
Is there any procedure how to upgrade padre from github ? I've got git
under windows 7 64bit installed. it works properly.

So at minimum you need to force install Path::Class.
Then you'll need to manually install Module::Install and all of the
configure_requires dependencies, as they won't (and can't) be
automatically installed in a dev/author context.
That should get you to a working make. You want to ignore the failing
make test for now. Then you can make install as normal.
