Answer to #1 is - Not sure.

Answer to #2 is - Yes.  If you download  WABA, from www.wabasoft.com.  You
can develop
Java code on your desktop PC and by running two programs against the output
file
you create a .PRC file which can be loaded onto your Palm and run.
