'I' Info button (Help)

When I add the 'I' info button to my app, it only show
up on my form IF it is a modal form.  How do I make my
main app form show this icon?  Or, is it considered 
bad for to have a 'info' icon on the app main form?  
I realize that with my main form I have the menu options 
while popup forms do not have menus associated with them.
