   Because the only place the Palm OS needed StrToLower was in the
Pwd* functions, which change any entered password to lower case--for
what reason, I'm not sure.  (There's one other StrToLower instance in
DateBook.)  Since StrToUpper wasn't needed anywhere else it just wansn't
put in the OS.
