You may have to give greater consideration to the following section of the
FAQ item:

"To help with memory fragmentation given the way that PalmOS 2.0 and 1.0
handle heaps, it is sometimes wise to keep the segments considerably
smaller than the 64k limit.  The smaller a resource is, the better chance
that the memory manager will be able to find a place for it to be loaded
into memory."

The PalmPilot Professional uses OS 2.0, which would explain the difference
you're seeing between the emulator using OS 2.0 and your Palm III using OS
3.0.
