I think you may have two distinct problems, where
1. trying to maintain this zen-of-palm thing
2. trying use a Palm device as a data collection unit
and IMO the two don't share any common properties. If you want to
establish rigid rules for data integrity (or even data normalization)
on the device then you may have to disable the zen-stuff and make the
unit's primary function a data collection device.
