I used one when I was working over at Wireless Access before the Glennaire
buyout.  The unit you are referring to is the Flex add-on to the HP 8648A
(http://www.tmo.hp.com/tmo/pia/wirelessiia/PIAProd/datasheets/English/HP8648A_Opt1EP.html)

This puppy STARTS at $7500 and then goes non-linear when you start to talk
about add-ons.  Why?  Theer isn't that much demand and they don't want this
thing to go mass market due to security and such.

I think you'll end up with an emulator to start.
