The width of menus is calculated at build time by PalmRez. The currently
shipping PalmRez doesn't know anything about Japanese, so it isn't
surprising that it gives you menus which are too wide.

Yes, again this is because the existing PalmRez was written a year ago and
doesn't know anything about other character sets. It won't touch resources
it doesn't know about, like your 'TSTR', but ones that it does understand
it'll convert from ascii to the palm os 3.0-and-prior character set.
Plus, the "High Bit Translation" checkbox didn't apparently work properly,
though we've fixed that as well.
The newer PalmRez isn't yet available. We have people working feverishly
on it. If you want to get at new software like this, I highly recommend
joining the Development Resources Seeding Program...
