Palm OS Error 513?

Help!

My .prc just started to refuse to install on the emulator, nor can I connect
to the emulator in debugging mode (Failed to connect to remote). When I try
and install the file to the emulator, I get:

            Could not install the Palm OS file "foo.prc" because Palm OS
Error 513 occured.

Environment:
    CodeWarrior NT
    Emulator 2.1d24
