You should think of the timeout a the longest EvtGetEvent will wait before
returning, and not the exact time at which it will return. Obviously user
events like button presses or pen input will cause EvtGetEvent to return
sooner than the time out. Less obviously, other things like timers
expiring may also cause EvtGetEvent to return sooner.
