Development Tools

I am just starting out in the Palm OS world.  I would like to develop some
applications but am not sure what the best development tool is for my use.
I can't justify the retail cost for the CodeWarrior package right now.  Is
there another less expensive IDE that will do the job?  I am using NT as my
development platform, but may switch to UNIX later.
