Many thanks for that information. I hadn't been thinking in terms of
unicode, but rather the VIQR convention as a means for entering
characters, and then an ascii extension (VISCII, I think)
for the font mapping, which require the use of about 3 ascii
"control-characters" for printable characters.
VN characters _almost_ fit into ascii without stealing control chars.
What I really wanted to do is quite humble -- just a document
reader like CSpotRun to read VN literature and grammar exercises,
so that I can go for a walk down the river while learning VN grammar.
The ability to enter VN fonts directly into my Palm IIIx is not
such a great priority.
By the way, in the meantime, I've been scanning much more over the net,
and I found at

numerous dictionaries for palms (but no vietnamese), and at
http://www.palmcentral.com/ForeignLanguage.html
I found numerous references to foreign language font software for palmpilots
of a stunning variety.
Since there seems to be little for VN for palmtops, I think
I'll go ahead and write some software of this sort.
There might even be a market for this kind of thing.

PS. I've been looking at the ratio of freeware to shareware to
commercial software for palm organisers. Prices mostly seem to be zero
or else very low. This is good for a consumer.
But that suggests that there is not much money to be made
by developers. I like open source development.
I wonder if anyone has made any real money out of selling software
for palmpilots with source included.....
