I see something similar between the cradle and the travel kit charger
using voltage display hack or an app that shows the voltage.  It will be a
fraction above 4 volts if in the cradle or if it just has been charged
there.  It will drop to 3.96 (on my palmV) almost immediately, then slowly
go down and stay around 3.86 for a very long time.  On the travel charger
it won't go above 3.96.  You can have it "not" detect it is in the cradle
by putting a sliver of paper or tape on the right pin (the modem detect
pin if I remember right - if that is at 6v it says it is in the cradle,
but it is not charged using this pin - carefully use a meter).  I think
this will give you what it thinks the charger voltage is.
