I've never seen the time problem with either of our SPT1500 but I have seen
it on someone else's PIII. (only off by a few seconds a day)

I'm currently working on an app that requires the clock on the Palm to be
set correctly. Instead of asking the user if the time is correct every time
the app starts, we decided just showing the current date and time on the
screen will give the user an opportunity to check it and go to the prefs
screen if required. This requires less taps to start using the app.
