I'm not sure about SndPlaySystemSound in particular, but I can tell you
that the sound hardware in the EZ dragonball is very different from that in
the older dragonball chips. As a result, the device-level sound code in
the OS had to be rewritten. It's not so much a 3.0 -> 3.1 thing as it is
an EZ processor thing.
