Yes. There was a bug. It was fixed for Palm OS 3.2.

I'm not clear on what you mean. The device really only keeps local time.
The system preferences has a value for the time zone in minutes from GMT.
It's set to a best guess when Palm OS is localized for a country. That
means that countries with one time zone work great, but for Americans it's
wrong roughly for two out of three folks! There's no UI for the user to
set it, but apps should feel free to provide UI to do so if the time zone
is useful.
Your questions are probably best answered by looking at the Palm OS source
code.
