There's an early version of the 3.1 SDK posted on the Development Resources
Seeding area. Every developer, if you're anything more than semi-serious,
should really join the seeding program, which is a benefit of being in the
Solution Provider program. Both are free.
Unfortunately the Windows tools (Constructor in particular) aren't ready
enough to be posted, so the new tools for Japanese are mac-only for now.
That's a constant source of frustration and effort over here, as we know it
isn't ok, but that's the current situation.
