OS 3.3 where?

I've seen OS 3.3 (beta) mentioned both here and on a Usenet group, but can't
find any official information about it. I am interested in computability
testing it with our palm apps and conduits. Where can I find it on Palm's
site, or is this a "by invitation only" type beta?
