serial communication

I 've been tryin' to work on serial communication. My idea was to print.
The printer did not respond. I tried to check on the serial settings but if
I use SerGetSettings after opening the port a get a privilege violation
error.
When I try to use SerSerSettings I get an error, saying that I tried to
access the low memory. I am pretty new at this so I will really apreciate
any help.
