Keith is correct here. Your buffer needs to be that big.

Well, it isn't clear if it is an OS assumption/bug, or an intentionally
designed constraint which isn't explained by the docs. That's sort of a
philosophical question... and it is easier to fix the docs so I think
that's what we'll do :-)
