Here's the answer from Bozidar Benc when similar question appeared. I did
so and IT WORKS!!! You have to activate REZ resource compiler within your
CW.

You can try this in your .r file:
read 'MyRs' (100) "my_resource.bin";
which will create a resource of type 'MyRs' with ID 100 form binary data
located in the file "my_resource.bin".
