I assume you're seeing this under Palm OS 3.0 (?)

Accordinng to the sources, it looks like that error can only occur if the record was deleted (dmRecAttrDelete bit set) or if the record is busy (dmRecAttrBusy bit set) at the time of the DmGetRecord call.

Perhaps you're doing something with the records prior to this routine which would cause one or more to remain busy? That seems like the most likely culprit to me...
