It sounds like your conduit replaces the expense conduit, if that is true...
I use slSyncFinished in the Log and pass 0 back to let HotSync know my
conduit terminated correctly. If an error occurred, I write the necessary
entries to the Log and pass -1 back to HotSync. I haven't looked up
CONDERR_NONE to see how it is defined.
If you are not replacing the Expense conduit, it looks like that is causing
the problem.
