This bypasses the notification to the apps that the
unit has been reset.  You can use this when a poorly
behaving app is causing problems during the "normal"
reset sequence.

Frequently the best thing to do after you have gotten 
back into the device with the up-key reset, unless you
have some specific idea of how to correct the problem,
is to remove the misbehaving app & reset again (without 
the up key).  You can always try reinstalling the app
again from scratch.
