I've already started to look into the same thing (except I decided to use
the modem case). The only way I've figured out how to directly control the
RS232 control lines is to not use the API. I found the necessary info
somewhere online a few months ago, you might want to try looking a
roadcoders.com (or whatever it is now) or at PalmCentral.
