IR packet format?

     Does anybody know where to get  information on the format of IrDA
packets?  I've tried to use the IrDA protocol documents as a reference, but
either some details are left out or I'm just not understanding it.  Right
now, I'm having trouble building a discovery response packet that the palm
will recognize, and to the best of my knowledge, I'm following the protocol
documents.
