As far as I know, the DmCreateDBFromImage format is *exactly* a PDB/PRC 
file.  I've successfully used the call to install applications dynamically
(sent a .PRC file over TCP/IP to my app and then called
DmCreateDBFromImage).  Those of you with Palm OS source code access can
investigate the call, which certainly appears to be parsing a PDB/PRC file.
