Here's a paragraph from a white paper that you can find 
at the Palm Computing Developer's Zone:

A record or resource can be no larger than the largest 
memory chunk, currently a bit under 64 K each. There can 
be no more than 64K records in a record database, and 
there is virtually no limit on resources in a resource 
database (it's over 200 trillion).  However, API calls 
that reference records and resources by index limit the 
number of accessible records or resources to 32,768.

are two white papers; one for OS 2.0, and the other for 
OS 3.0 and beyond (Palm's words, not mine). Very good 
reading. Absorbing the content will definitely answer 
lots of your questions.
