There can be a fair amount of variation between the speed of the devices.
They run at aproximately 8000 baud.  I do not use the serial API calls.
While the new serial manager gives the status of some lines I also need to
be able to pulse the TxD line to let the hardware no it is time to send the
data.  The hardwares clock siginal is tied to the CTS line to indicate when
the next bit is valid on the RxD line.

I also don't know what the status of the new serial manager is?  Does the
Palm III have this yet?
