Can I simulate the PalmNet service ?

Hi all,

I have done some development on PalmOS with CW and SF. This was application
develoment for Palm.
In order to program web clipping PQAs with PalmVII, I need to have an access to
PalmNet service. This service is not provided by the ISPs in India. Can I have
any kind of simulation for this service so that I can program / test PQAs. Any
devices available for this purpose ?
