Should be possible.  For example, 
1.      intercept the sysAppLaunchCmdSystemReset
        launch code and set an alarm for a suitable
        time after the reset: TimGetSeconds()+5, say.
2.      intercept sysAppLaunchCmdDisplayAlarm and then 
        use SysAppLaunch() to call your app to set the
        config -- note that you won't have globals
        available.

But do you really need to do all this?  Why can't you
just save your configuration information in the saved
Application Preferences database which should survive 
through a soft reset?
