The problems with the contract are
(a) Why is it needed to get a set of debug ROMs for a released product?
(b) Why do 3Com have the clause in the contract that gives them
       the right to enter and search your premises?

It seems to me that 3Com are trying a "one size fits all" legal approach
by having a contract designed for pre-release hardware, and applying it
to all restricted software and hardware, even software that really
shouldn't be restricted anyway, such as the debug ROM images for
released products.

Maybe it is the Debug ROMs that required the signing.  I recently tried
to download the Debug ROMS and was sent to an agreement page/signup page
or something like that.  Don't quite remember all but it was more
difficult than before, to get the ROM images.
