We have a PC utility that converts 16-color BMPs to 2bpp that you may find
of use.  It will be soon published as a part of our GrayLib library for
graphics and animation.
Write directly to me and I'll send it.

The other approach I know, which works for 1bpp is Copy&Paste in Constructor
and it works ok.
