No.  There are ram-based updates on www.palm.com (see the Support section)
that increment the third digit, e.g. 3.0.1 from 3.0.  Those are to address
critically important changes and aren't an entire OS replacement and don't
add new functionality.  You could think of it as a mini-service pack.

A 3.1 or 3.2 or 3.3 upgrade is a whole OS replacement; think Windows 95 to
98, or MacOS 8.5 to 8.6.  That's a whole bunch of new stuff and it isn't
just a little prc to add.
