The same happened to me on the Palm III a couple of times.
If you used an application which changes the prefLauncherAppCreator
preference (probably a third party app launcher) and you delete it
before deactivating it, you'll get the same problem you describe.
If that's the case, install that app again, activate it and deactivate it
and you'll get correct launcher back.
You can also write a small application which will only set the
prefLauncherAppCreator to 'lnch'.
I suppose that hard reset will also help. :-))
