I've never used it, but I've seen a setting in Codewarrior for this. Go to
the project settings in codewarrior, go to the PalmRez panel, and change
the "high bit translation" to none. This should work.
Make sure you have the newest codewarrior--I don't think this option
existed in some older versions...
Note: the reason this option is there is because the high-bit characters on
PalmOS are based on the windows character set, not the mac one. The
standard translation (us english) tries to do the mapping for you (for
instance, mapping the Macintosh bullet character to the windows version).
