Well if you want to get technical (:-) then isn't this backwards? The
fine print in the doc says the Intl/Text Manager isn't strictly a part
of the 3.1 New Feature Set, but is actually a separate thing called the
International Feature Set. So the generic "Palm OS 3.1 Support" SDK
should not contain the Intl stuff at all, and there should be a separate
"International Support" set of headers for this.
And then the "Palm VII Support" SDK actually _should_ contain the
International Feature Set since the specific Palm VII product does
include the Intl/Text Manager in the ROM.
(But seriously, maybe all this would be more coherent to newbies if the
SDK packages really did match the feature groups listed in the
Compatibility Guide in the SDK Reference book.)
