Yes, there's a similar constraint if you use FrmCopyTitle. It's in the docs.

FrmSetTitle doesn't update the display correctly if the title is getting shorter. This 
may have been fixed, but it was true in Palm OS 3.0.

So you can specify a really long title in Constructor and use FrmCopyTitle. You may 
also be able to specify a really short (empty) title in Constructor and use 
FrmSetTitle, but I'm not sure if that'll work reliably.
