Have a look at the system OS call PrefSetPreference(I am looking at the 3.0
api).
Also consult preferences.h in the system includes.
Should come out something like this:

To turn beam recieve off (say in StartApplication):
refSetPreference( prefBeamReceive, 0)
To turn beam recieve back on (in StopApplication if necessary):
PrefSetPreference( prefBeamReceive, 1)

Obviously you will be wanting to save the previous state of the switch so
that you can restore it once you've finished.

I haven't tried this, but it would appear to be what the documentation
recommends,
