No, no, and sort of.

There are no plans for a Unix version because most people use gdb. Your needs
are highly specialized.

Sources to PalmDebugger are not available. I've heard of talk of making them so
(a la, Palm OS Emulator), but nothing substantial.

The debugger protocol is documented in Debugger.html in the Palm OS Emulator's
Docs directory. The information there is incomplete. It describes the
Debugger-specific packets, but it doesn't describe the Serial Link Protocol
format used to transmit those packets. Debugger.html will be updated in the next
release of Palm OS Emulator to include that information.  In the meantime, you
may be able to glean it from Palm OS Emulator, debuffer, or gdb sources. Or
perhaps it's documented; I don't know.

Any word on when there might be a UNIX version? Are there any sources available
so that I could try my own port? If not, is there any documentation available
for the actual protocols spoken by the handheld in the debug and console modes
so that I could try writing my own debugger for UNIX from scratch?
