Development tools other than CodeWarrior ?

Hi all,
I have developed an application for PalmPilot using CodeWarrior and CDK. I 
just want to know what other development tools are available in market for 
developing applications for Palm Pilot. Is there any development tool that 
uses HTML/XML so that the applications can be used on other handhelds e.g. 
Windows CE.
