The last NDA I sent in was thrown out without a word as to what was wrong
with it. But I think I got some kind of notification.

For all their internet technology, they can't seem to print up a
customized version of the NDA from the providers pavillion (so as to
detect address variations that might result in the round file).

I though the "new one-stop NDAs" was supposed to prevent needing another
NDA and developers would then have access to whatever was coming out
without going through more hassles. If a simple license was all that was
necessary at PalmSource99, why isn't the 3.5 information already available
on your web site for those who have signed NDAs in place? Did you verify
the people you gave 3.5 out to had this one-stop NDA already signed?

So what will the new rules be when 3.6, 3.7, and 4.0 come out? Should I
bother or will I have to be at wherever they are going to announce the new
version and sign a different NDA or license or whatever for each of them?

It is not frustrating to play by the rules. It is frustrating to play by
them and have them change.
