sysAppLaunchCmdTimeChange - by how much?

This notification is sent when the system time is changed by the user, but
no parameters are included.  What I would like to do is determine the amount
by which the time was changed (i.e. set back/forward one hour when DST
changes occur).  Any ideas about how I might do this?
