The new documentation on the text manager may well be of help here; see
http://www.palm.com/devzone/docs/palmos/Localization.html#920627 for lots
of information on this subject.

Briefly: as of Palm OS 3.1, the OS has support for theoretically any
character set.  But there is one and only one character set installed on
any given device.  So Unicode could be supported in a Palm Computing
platform device, but in practice, so far no devices have shipped with
Unicode support in them.
