There were two (or more?) sessions at PalmSource on this topic, so
you should get the session CD.
Also take a look at the Text Manager API, since you'll potentially
have to use those routines to work with multi-byte character sets
such as Japanese (Shift JIS).
Other than that, just follow the standard rules for putting
everything that might need to be localized into a resource, versus
embedding it in your code (especially text strings).

Currently there are only two character encodings available on devices
from Palm - Latin (for English, French, German, etc) and ShiftJIS for
Japanese.
There are a number of 3rd party solutions for languages that require
other character encodings, such as Arabic, Chinese, Russian, Hebrew,
Korean, etc. Check out one of the many Palm software sites for
downloadable versions.
