Changing a scrollbar bounds

Changing the scrollbar's bounds using 'FrmSetObjectBounds' seems like not
working, it changes only the scrollbar position.

Here is the description for 'bounds' from the documentation of
'FrmSetObjectBounds' (from OS 3.3 - Reference.pdf):
      "Window-relative bounds. For the following objects,
        this sets only the position of the top-left corner:
        label, bitmap, and Graffiti state indicator."

I tried to change the bounds field in the ScrollBar structure but it also
did not work.
Is it a BUG? a feature? or maybe there is another API to use for this
situation?
